Notice for Public Comment on MIP Amendment #9
The Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act) established a new Trust Fund in the Treasury of the United States known as the Gulf Coast Restoration Trust Fund. Eighty percent of the civil penalties paid after July 6, 2012, under the Federal Water Pollution Control Act (33 U.S.C. 1321) in connection with the Deepwater Horizon oil spill will be deposited into the Trust Fund and invested. Trust Fund amounts will be available for programs, projects, and activities described in the RESTORE Act. One such program is the Direct Component-Gulf RESTORE Program (Program), administered by the U.S. Department of the Treasury (Treasury), under which each Gulf Coast State is eligible to receive funds for eligible activities carried out in the Gulf Coast Region.
In 2015, in accordance with requirements of the Program, the Mississippi Department of Environmental Quality (MDEQ) submitted the State's initial Multiyear Implementation Plan (MIP). The MIP describes those activities for which MDEQ intends to seek funding under the Program. The purpose of this notice is to inform the public of MIP Amendment #9 and to seek public comments on the document.
After the public comment period ends, MDEQ will consider and address any written comments received before adopting and submitting the amended MIP to Treasury.

MDEQ seeks public review and comment on MIP Amendment #9. Comments Due Date:
MDEQ will consider public comments received in writing on or before Monday, March 9, 2026.
