PUBLIC NOTICE OF APPLICATION FOR CONSISTENCY DETERMINATION UNDER THE COASTAL ZONE MANAGEMENT ACT The City of Ocean Springs has filed notice of a proposed project which requires review by the MS Department of Marine Resources to ensure compliance with the state's approved Coastal Program under the Coastal Zone Management Act. The applicant is proposing to remove the existing deteriorating pier, riprap, and bulkhead, reconstruct a bulkhead 305 feet in length, and place two areas of riprap approximately 130 feet and 105 feet in length as part of the development of a public park and green space on Front Beach Dr near Jackson Ave in Ocean Springs, MS. The applicant has requested a variance to 22 Miss. Admin. Code, Pt. 23, R. 8.15.A, "Permanent filling of coastal wetlands below the ordinary high water mark is not authorized." The applicant justifies this request under 22 Miss. Admin. Code, Pt. 23, R 8.19.D, "The activity requires a waterfront location; there is a significant public benefit in the activity; and a public hearing has been conducted." A public hearing will be held on Tuesday, January 27th, 2026 at 5:30 pm at the Ocean Springs Civic Center at 3730 Bienville Blvd, Ocean Springs, MS 39564. The public hearing will not be a question-and-answer session but will be a medium for concerned parties to make comments about the proposed project for the public record.
