COMBINED NOTICE OF PUBLIC HEARING REGARDING CITY OF BILOXI SUBSTANTIAL AMENDMENT #5 TO THE 2019 CDBG ACTION PLAN, SUBSTANTIAL AMENDMENT #7 TO THE 2015-2019 CONSOLIDATED PLAN, AVAILABILITY OF PUBLIC REVIEW DRAFTS & 30-DAY COMMENT PERIOD Notice is hereby given that the City of Biloxi will conduct a public hearing regarding proposed substantial amendment #5 to its 2019 Action Plan and substantial amendment #7 to its 2015-2019 Consolidated Plan for the Community Development Block Grant (CDBG) Entitlement Program. The substantial amendments to the 2019 Action Plan and the 2015-2019 Consolidated Plan propose to budget the balance of the City's unexpended CARES Act allocations of $309,463 to purchase filtered water stations to be installed throughout the City to prepare for future disaster events by providing improved public access to filtered drinking water at all eligible City public facilities. The proposed filtered water stations will be installed in primarily residential, low- to moderate-income areas and will be implemented in compliance with HUD CDBG-CV regulations, policies and procedures. The public hearing will be held in the Community Development Department Auditorium, located at 676 Dr. Martin Luther King, Jr. Boulevard in downtown Biloxi, MS at 5:00 p.m., Monday, December 29, 2025. All interested citizens are encouraged to attend the hearing, particularly those of low, very low and extremely low-income, minorities, residents of public housing and those with mobility, visual and hearing impediments. If special accommodations are needed to participate in the hearing, please call Paula Snyder, Biloxi Federal Programs Manager, at 228-435-6269, at least 72 hours prior to the hearing.
