WHATCOM COUNTY NOTICE OF APPLICATION FOR A SHORELINE EXEMPTION AND INTENT TO ISSUE A SEPA DETERMINATION OF NON-SIGNIFICANCE
Notice is hereby given that on 7/22/2026, Jacquie Ptacek, Anchor QEA, applied for a Shoreline Exemption under case number SHX2026-00101 to perform maintenance dredging to historical constructed bottom contours at the entrance channel to the Point Roberts Marina. The proposed project will include dredging of up to 25,000 cubic yards of accumulated sediment. Approximately 14,000 cubic yards of the dredged material will be placed on the beach to the west of the Marina entrance channel for beach nourishment. The remaining dredged material will be disposed of at an approved open water disposal site. The most likely open-water disposal area for the project is the Rosario Strait Open-Water Disposal Site located east of Decatur Island. The Rosario Strait site is located at water depths of approximately 97 to 142 feet. Material placement at the open-water disposal area will be conducted with an open-hull barge, positioned over the center of the site, released in a controlled manner to reduce turbidity. The application was determined complete on 7/30/2026. The project site is located at 713 Simundson Drive, Point Roberts, within Section 10, Township 40N, Range 03 of W.M.; Assessor's Parcel No: 4053103743330000, 4053102263970000, 4053103434780000, 4053103283200000. The project will be reviewed under the Official Whatcom County Zoning Ordinance and Title 24, Title 22, Title 21, Title 20, Title 17, Title 16, International Building Code (IBC), Title 12, Whatcom County Development Standards, Washington State Stormwater Manual and State Environmental Policy Act (SEPA) as applicable. Mitigation may be required pursuant to these ordinances. Whatcom County Planning and Development Services has reviewed the proposal for probable adverse impacts and expects to issue a Determination of Non-Significance (DNS) for the project pursuant to the Optional DNS process per WAC 197-11-355. This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request.
