NOTICE OF PUBLIC COMMENT PERIOD and meetings Scoping for Battery Energy Storage System Facilities Programmatic Environmental Impact Statement The Washington State Department of Ecology (Ecology) invites you to comment on the scope of the programmatic-level environmental review of battery energy storage systems (BESS) in Washington state. Ecology is seeking comments on assumptions to identify the geographic scope of study, potential impacts to environmental resources, and potential mitigation measures. A programmatic environmental impact statement (PEIS) is a planning document, prepared under the State Environmental Policy Act (SEPA) that considers potential impacts and mitigation at a broad level. A PEIS does not evaluate specific projects or sites. Ecology is holding a scoping period with online meetings and has developed a scoping document for public review and feedback. Scoping is an opportunity for interested parties to provide input on the content of a PEIS. Ecology invites developers, state and local agencies, Tribes, and the public to provide input on the scope of study for the PEIS. Comments may be submitted from September 1, 2026, through October 1, 2026.
