NOTICE OF TELEPHONIC PUBLIC HEARING The Housing Authority of the City of Bellingham (the "Issuer") will hold a public hearing on Thursday, August 27, 2026, at 2:00 p.m. on the proposed issuance by the Issuer, pursuant to chapter 35.82 RCW and a plan of financing, of certain obligations (the "Obligations"), the interest on which will be excluded from gross income for federal income tax purposes pursuant to Section 103 of the Internal Revenue Code of 1986, as amended (the "Code"). The Obligations are expected to be issued to finance the acquisition, construction, and equipping of the multifamily housing facility described below, which is to be operated as a qualified residential rental project under Section 142(d) of the Code to provide housing for low-income persons.
