NOTICE OF APPLICATION FOR A CONDITIONAL USE PERMIT
Notice is hereby given that on 5/3/2026, Horizon Energy Storage DevCo Aggregator, LLC (GridStor) applied for a Conditional Use Permit under case number CUP2026-00006 to construct a 100 MW stand-alone battery energy storage system (BESS) with related interconnection and ancillary support infrastructure on 6.9 acres of a privately-owned 27-acre property located in the Rural (R5A) zoning district within Whatcom County, Washington. The Project will connect to the adjacent Puget Sound Energy (PSE) 115-kilovolt (kV) Portal Way Substation utilizing a new approximate 900-foot-long underground generation-tie (gen-tie) line within one-quarter of a mile. The 27-acre property predominantly in agricultural uses, which will include a new access easement(s) to Fox Road, stormwater permits, and infrastructure requirements. Reviews include but are not limited to critical area review, stormwater review, and environmental review under the State Environmental Policy Act (SEPA). The application was determined complete on 7/30/2026, indicating that all submittal requirements were met. The project site is located at 2698 FOX RD, FERNDALE, WA 98248, within Section 01, Township 39 North, Range 01 East of W.M.; Assessor's Parcel No: 3901012703180000, 3901013203610000, and associated 3901013523050000. The application will be reviewed under the Official Whatcom County Zoning and Critical Areas Ordinances, as well as reviews by Whatcom County Planning and Development Services (Fire Marshal's Office, Natural Resources and Planning), Public Works Engineering and Health Department. Any person may submit written comments to Planning & Development Services at the above address or at PDS@co.whatcom.wa.us within 14 days of the publication of this notice. Written comments must be received by August 26, 2026. Any person has the right to receive notice of and participate in any hearings, request a copy of the decision once made, and to appeal a decision when allowed by law. In addition, any person wishing to receive personal notice of any decisions or hearings must notify the department to receive such notice.
