Request for Proposal Lincoln Square - Plumbing Substructure Project Bids Due: 7/24/26 @ 4pm Wellman & Zuck Constructors, Inc. (WZC) has been selected by the Bellingham Housing Authority as the General Contractor to provide pre-construction with the intent of providing construction services for the Lincoln Square Plumbing Substructure Project. WZC is accepting proposals from licensed and experienced contractors to provide Plumbing preconstruction and potential construction services. WZC intends to award sub-contract(s) to the most qualified firm based on proposals for pricing, proposed management team, ability/availability to perform the work, and willingness to provide pre-construction services. Firms that are certified as disadvantaged business enterprise in the State of WA are strongly encouraged to propose (E.G. - Native American Owned, MBE, WBE, SBE, WMBE). Based on evaluations of submitted proposals, the most qualified firm(s) will be asked to participate in an interview before a final selection is made. Lincoln Square Apartments is a fully occupied 10-story high-rise building located at 409 York Street in Bellingham, WA. The building was designed in 1967 with occupancy starting in 1970. The current (original) plumbing waste system is exhibiting signs of failure, with some localized repairs having occurred in the past.
