SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT and CRITICAL AREA REVIEW
Project Name: 1265 Runge Ave Shoreline Mitigation. File Nos. 2026033, 2026034. Applicant: Christine McMann 1265 Runge Ave Blaine WA 98230. Application Date: May 18, 2026 Date Complete: May 21, 2026 Notice Date: May 27, 2026. Project Location: 1265 Runge Ave, Parcel 4001073623950000. Proposal: Shoreline mitigation work. A series of concrete stairs, landscape beds, retaining walls and patio landing were constructed adjacent to Drayton Harbor without permits or authorization. Project activities are within the shoreline jurisdiction. The submitted application documents and supplemental materials are on file for public review in the Community Development Services Department during regular business hours and on the City's website at https://www.cityofblaine.com/2239/1265-Runge-Ave-Shoreline-Mitigation. Required permits/approvals: Shoreline Substantial Development Permit, Critical Areas Review. SEPA checklist. JARPA - USACE and DNR HPA permits may be required. Required Studies: Critical Areas detailed study with mitigation plan. Environmental Review: SEPA will be required -70 sq. ft. of work occurred below OHWM. Public Comment: Written comments for this formal comment period must be submitted between 8:30 AM Wednesday May 27 and 4:30 PM Friday June 26 2026. The date for the Public Hearing has not been set at this time. A separate Notice of Public Hearing will be provided pursuant to Section 17.06.110 of Blaine Municipal Code. The meeting will be conducted virtually using Microsoft Teams. A link will be made available at https://ci.blaine.wa.us/322/Notice-of-Public-Hearing and the project webpage in advance of the meeting. Final Decision: A Final Decision on the proposal will be made by the City of Blaine Hearing Examiner. A Notice of Final Decision will be sent to Parties of Record and to persons requesting a copy in writing. Appeals: The Final Decision is appealable as set forth in section 17.81.080 of Blaine Municipal Code.
