Applicant: Brandon Stolzenburg Whatcom County Parks and Recreation 3373 Mount Baker Highway Bellingham, WA 98226. Application Date: April 20, 2026 Date Complete: May 18, 2026 Notice Date: May 27, 2026. Project Location: Semiahmoo Park, 9261 Semiahmoo Parkway. Proposal: Upgrade the Semiahmoo Park sewer system and install an information kiosk. Details: Abandon existing sewer holding tank underneath restroom building, install new 1,200-gallon pump tank NE of building with dual pump system and wall-mounted external control panel; install new 9' tall by 9' wide park information kiosk near parking lot sidewalk. Required permits/approvals: Shoreline Substantial Development Permit, building permit may be required. Required Studies: None noted. Environmental Review: SEPA exempt, WAC 197-11-800(2)(c) public signs, WAC 197-11-800(2)(e) grading, filling, excavation, and landfill, WAC 197-11-800(2)(h) impervious storage tanks, and WAC 197-11-800(23)(b) sewer facilities. Public Comments: Written comments for this formal comment period must be submitted between 8:30 AM Wednesday May 27 2026 and 4:30 PM Friday June 26 2026. The meeting will be conducted virtually using Microsoft Teams. Final Decision: A Final Decision on the proposal will be made by the City of Blaine Hearing Examiner. A Notice of Final Decision will be sent to Parties of Record and to persons requesting a copy in writing.
