Description of Proposal: General Sewer Plan and WWTP Engineering Report. Prepare planning documents in accordance with state and federal regulations to plan for future design and construction of a new wastewater treatment plant.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). Optional: The purpose of a new WWTP to serve the District, as required by the Washington State Department of Ecology, is to reduce pollutant discharge to groundwater and to serve growth as projected by the state and Whatcom County.
