WHATCOM COUNTY NOTICE OF APPLICATION FOR A CONDITIONAL USE PERMIT Notice is hereby given that on March 26, 2026, Annie Horstmeyer applied for a Conditional Use Permit under case number CUP2026-00005 to add a 327 square foot addition & carport to a Detached Accessory Dwelling Unit. The ADU was previously permitted under ADM96-00037 which approved a detached ADU constructed under building permit BLD96-0761. The lot size of the property is 3.7 acres and is not part of a platted subdivision. The lot does not currently meet the minimum lot size requirement pursuant to WCC 20.80.910(1)(d) for a detached ADU and therefore the current ADU is a legally established non-conforming use. The proposed addition is an expansion of a non-conforming use. The ADU is currently served by a well and on-site septic system. Access to the property is obtained via an ingress/egress easement from Squalicum Lake Road. The application was determined complete on April 23, 2026, indicating that all submittal requirements were met. The subject property is located at 4367 Squalicum Lake Road Bellingham, WA 98226, within Section 07, Township 38N, Range 04E of W.M. Assessor's parcel number(s): 3804071893540000. The application will be reviewed under the Official Whatcom County Zoning and Critical Areas Ordinances, as well as reviews by Whatcom County Planning and Development Services (Fire Marshal's Office, Natural Resources and Planning), Public Works Engineering and Health Department. The file and supporting documents may be reviewed at Whatcom County Planning and Development Services, 5280 Northwest Drive, Bellingham, WA 98226. Any person may submit written comments to Eric Chamberlin, the above address or at EChamber@co.whatcom.wa.us, within 14 days of the publication of this notice. Written comments must be received by May 20, 2026. Any person has the right to receive notice of and participate in any hearings, request a copy of the decision once made, and to appeal a decision when allowed by law.
