WHATCOM COUNTY NOTICE OF APPLICATION FOR A COMMERCIAL BUILDING PERMIT AND INTENT TO ISSUE A SEPA MITIGATED DETERMINATION OF NON-SIGNIFICANCE Notice is hereby given that on 3/8/2026, Casey Dougherty applied for a Commercial Building Permit under case numbers COM2026-00032 and COM2026-00033 to construct two hangars within the General Aviation Area of the Bellingham International Airport. Each hangar will contain multiple units to be individually leased to the public for the storage of privately-owned aircraft. Proposed Lease Area 66, known as the "Baker Hangar", is intended to be approximately 18,950 square feet in size and will include seven leasable units. Proposed Lease Area 67, known as the "Shuksan Hangar", is intended to be approximately 23,818 square feet in size and will include fifteen leasable units. Utilities are expected to be provided to both hangar buildings. The Shuksan Hangar development is intended to be developed in two phases. Phase 1 will include construction of a hangar building measuring roughly 350 feet by 51.5 feet and is designed to avoid line of sight conflicts with the existing FAA air traffic control tower. Phase 2 of the work will include a 91-foot addition to that building. This phase will be constructed only after the FAA air traffic control tower has been moved to a different location, as is currently under consideration. The project site is located at 4190 East Mitchell Way, Bellingham, WA, within Section 11, Township 38 North, Range 02 East of W.M.; Assessor's Parcel No: 3802103221230000. The project will be reviewed under the Official Whatcom County Zoning Ordinance and Title 24, Title 22, Title 21, Title 20, Title 17, Title 16, International Building Code (IBC), Title 12, Whatcom County Development Standards, Washington State Stormwater Manual and State Environmental Policy Act (SEPA) as applicable. Mitigation may be required pursuant to these ordinances. Whatcom County Planning and Development Services has reviewed the proposal for probable adverse impacts and expects to issue a Mitigated Determination of Non-Significance (DNS) for the project pursuant to the Optional MDNS process per WAC 197-11-355. This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request. The file and supporting documents may be viewed at the Whatcom County Planning and Development Services office at 5280 Northwest Drive, Bellingham, WA or at http://www.whatcomcounty.us/2914/Public-Notice. Any person may submit written comments to Nick Smith at the above address or at NSmith@co.whatcom.wa.us within 14-days of the publication of this notice. Written comments must be received by May 13, 2026. Any person has the right to receive notice of and participate in any hearings, request a copy of the decision once made, and to appeal a decision when allowed by law.
