STATE ENVIRONMENTAL POLICY ACT Determination of Non-Significance (DNS) Project Title: I-5 Slater Road Interchange - Roundabout and Improvements (Phase II) Description of Proposal: The proposed project is intended to improve traffic mobility and pedestrian safety as identified in the City of Ferndale Master Plan and the traffic analysis section of the City of Ferndale's EIS. The project will be within the I-5 Slater Road Corridor in the city of Ferndale, within Whatcom County. The proposed project is located west of I-5 and will reconfigure the existing intersection at Slater Road and Rural Avenue. The Rural Ave and Kope Road intersection will be realigned to connect further south on Rural Avenue to allow room for the new roundabout approaches. Slater Road will also be widened from two lanes to four lanes between the I-5 southbound intersection and the Rural Avenue intersection. A stormwater treatment pond will be constructed in the northwest corner of the Rural Avenue and Slater Road intersection. Pedestrian facilities will be grade-separated and added throughout the project. Proponent and Lead Agency: Washington State Department of Transportation (WSDOT) Location of proposal: The project is in Whatcom County on Slater Rd and Rural Ave within City of Ferndale limits. The project is geographically located within Section 4, Township 38, Range 2 East of the Willamette Principal Meridian. The lead agency has determined this proposal does not have a significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed SEPA environmental checklist and supporting documents on file with the lead agency. This information is available to the public on request. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be received by May 6, 2026.
