NOTICE FOR INVITATION TO BID Whatcom County Library System BIRCH BAY VOGT LIBRARY EXPRESS RENOVATION Bid Due Date: May 13, 2026 Bid Opening Date: May 18, 2026 The Whatcom County Library System (WCLS) is accepting bid proposals for the BIRCH BAY VOGT LIBRARY EXPRESS RENOVATION project. Alternatively, bids may be mailed via United States Postal Service to: Ryan Cullup, Facilities Services Manager Whatcom County Library System 5205 Northwest Drive Bellingham WA, 98226 Bids must be received by 5:00 PM, May 13, 2026. Proposals received after the deadline will not be considered. On Monday, May 18, 2026, the bids will be opened and electronically published at the website below. Proposals received after the opening deadline will not be considered. Work is anticipated to begin by June 9, 2026. The work scope includes substantial alterations to the existing structure, miscellaneous site improvements, accessibility upgrades, and flood mitigation measures. Additional work includes structural upgrades and the replacement of existing mechanical, electrical, and plumbing systems. The Architect's estimated cost range for this project is between $1,265,000 and $1,395,000. This Project is funded in part by WCLS internal capital funds, a grant through the Washington State Department of Commerce's Library Capital Improvement Program, and through an ARPA grant by the Whatcom County Council.
