WHATCOM COUNTY NOTICE OF APPLICATION FOR A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT Notice is hereby given that on March 25, 2026, David Franklin applied for a Shoreline Substantial Development Permit under case number SHR2026-00005 to install 4 new light poles and their foundations, along with trenches to get power to the poles. The application was determined complete on April 8, 2026, indicating that all submittal requirements were met. The subject property is located at 8055 Cowichan Rd, within Section 26, Township 40N, Range 1W of W.M. Assessor's parcel number: 4051261955170000. The application will be reviewed under the Official Whatcom County Zoning and Critical Areas Ordinances, as well as reviews by Whatcom County Planning and Development Services (Fire Marshal's Office, Natural Resources and Planning), Public Works Engineering and Health Department.
