PROPONENT: City of Blaine LOCATION: City-wide applicability PROJECT FILE NUMBER, NAME: 2026024 City of Blaine Permit Process and SEPA Guidelines Zoning Text Amendments. PROJECT DESCRIPTION: A proposed non-project legislative action to amend the City of Blaine Municipal Code (BMC) 17.06 Permit Process and BMC 17.80 SEPA Guidelines chapters; with associated text amendments to BMC 2.58 Hearing Examiner, BMC 17.58 Short Subdivisions, BMC 17.60 Long Subdivisions, BMC 17.64 Binding Site Plans, BMC 17.81 Shoreline Management, BMC 17.106 Special Uses, and BMC 17.142 Definitions for conformity with the updates to BMC 17.06. Proposed changes are intended to clarify and streamline the permit approval process, clarify the SEPA appeal process, and bring the BMC into compliance with state regulatory requirements. AVAILABLE INFORMATION: Supporting documents are on file for public review online at https://www.ci.blaine.wa.us/1064/Title-17---Permit-Process-Amendments, in the Community Development Services Department (third floor Blaine City Hall 435 Martin St.) M-F: 8:30 AM to 4:30 PM and on request. TESTIMONY: Advanced written testimony by mail and email is accepted by sending comments to: Community Development Services Department, Attn: Alex Wenger, 435 Martin Street, Suite 3000, Blaine WA 98230; or Email CDScomments@cityofblaine.com with the proposal name (PERMIT PROCESS) in the subject line. Written comments will be accepted by CDS between 8:30 AM April 5, 2026, to 4:30 PM, April 15, 2026 to be made available to the Planning Commission and parties of record prior to the hearing. You may also comment at the public hearing. Testimony is limited to three minutes. FINAL DECISION: A Final Decision on the proposal is made by the City of Blaine City Council. A Notice of Final Decision will be sent to the Parties of Record (those who have commented on the project). APPEALS: The Final Decision by the City Council shall be final and conclusive unless a timely appeal is filed pursuant to BMC 16.04.140 with the Growth Management Hearings Board.
