Notice of Intent
Puget Sound Energy, Josh Grenner, 35413 SE Douglas St Snoqualmie, WA 98065-9281, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Puget Sound Energy Sedro Woolley-Bellingham #4 115kV Line Rebuild Phase D, is located at near the Lake Samish bridge in unincorporated Whatcom County and travels northwest through an existing, maintained cross-country utility right-of-way. It then crosses I-5 to the Lake Padden golf course on an existing utility right-of-way, north of Lake Padden, and continues along existing public rights-of-way within City of Bellingham until terminating at PSE's Bellingham Substation (2131 Nevada Street) in Bellingham in Whatcom county.
This project involves 5.55 acres of soil disturbance for Utilities, construction activities.
The receiving water are Lake Samish, Wetland 18/6, Chuckanut Creek, Wetland 19/6, Padden Creek, Golf Course Creek, Our Lake Creek, Governor Creek, 21/4 Catch Basin, Wetland 22/5, Lincoln Creek, Whatcom Creek, Stream 25/15 Catch Basin.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
