Public Notice CITY OF BLAINE COMMUNITY DEVELOPMENT SERVICES NOTICE OF NON-PROJECT SEPA DETERMINATION OF NONSIGNIFICANCE. PROJECT FILE NUMBER/NAME: 2026023 City of Blaine Permit Process and SEPA Zoning Text Amendments. PROPONENT: City of Blaine. NOTICE DATE: April 1, 2026. PROJECT DESCRIPTION: A non-project action to amend the City of Blaine Municipal Code (BMC) 17.06 Permit Process and BMC 17.80 SEPA Guidelines chapters; with associated text amendments to BMC 2.58 Hearing Examiner, BMC 17.60 Long Subdivisions, BMC 17.64 Binding Site Plans, BMC 17.81 Shoreline Management, and BMC 17.106 Special Uses for conformity with the updates to BMC 17.06. Proposed changes are intended to clarify and streamline the permit approval process, clarify the SEPA appeal process, and bring the BMC into compliance with state regulatory requirements. LOCATION: City-wide. LEAD AGENCY: City of Blaine. DOCUMENTS REVIEWED: SEPA checklist; BMC chapters 2.58, 17.06, 17.60, 17.64, 17.81, 17.106. DETERMINATION: The lead agency has determined that this non-project legislative proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Information on the process and the project is available to the public upon request at the City of Blaine, Community Development Services office, and online at https://www.ci.blaine.wa.us/1064/Title-17---Permit-Process-Amendments. COMMENT PERIOD: This DNS is issued under WAC 197-11-340 (2). The lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be submitted between 8:30 AM April 1, 2026 to 4:30 PM on April 15, 2026.
