PROJECT DESCRIPTION: A non-project action to amend the City of Blaine Municipal Code (BMC) 17.06 Permit Process and BMC 17.80 SEPA Guidelines chapters; with associated text amendments to BMC 2.58 Hearing Examiner, BMC 17.60 Long Subdivisions, BMC 17.64 Binding Site Plans, BMC 17.81 Shoreline Management, and BMC 17.106 Special Uses for conformity with the updates to BMC 17.06. Proposed changes are intended to clarify and streamline the permit approval process, clarify the SEPA appeal process, and bring the BMC into compliance with state regulatory requirements. DETERMINATION: The lead agency has determined that this non-project legislative proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
