NOTICE OF APPLICATION SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT
Project Name: Marine Drive Bulkhead Replacement. File No. 2026011. Applicant: Alec Strand, Port of Bellingham, PO Box 1677 Bellingham, WA 98227. Application Date: March 19, 2026 Date Complete: March 23, 2026 Notice Date: March 25, 2026. Project Location: Marine Drive Jetty, 48.992222 N 122.765556 W. Proposal: Repair and replace the existing timber bulkhead along the south side of the Marine Drive jetty between Starfish Pier and Jorgensen Pier. Install new sheet pile bulkhead along south side of jetty, underneath Jorgensen Pier, then wrapped around western jetty corner to prevent erosion. The overwater structure will be replaced or repaired to maintain public access and the portion of Marine Drive atop the jetty will be reconstructed and improved. Public Comments: Written comments for this formal comment period must be submitted between 8:30 AM, Wednesday March 25, 2026 and 4:30 PM, Friday, April 24, 2026. Final Decision: A Final Decision on the proposal will be made by the City of Blaine Hearing Examiner.
