WHATCOM COUNTY NOTICE OF APPLICATION FOR AN ADMINISTRATIVE USE PERMIT Notice is hereby given that on October 17, 2025, John Jeffries applied for a Administrative Use Permit under case number ADM2025-00028 to install a ~762 square foot single-wide manufactured home onto the property as a Temporary Accessory Dwelling Unit pursuant to WCC 20.36.131 to provide care for an aging family member. The property is 4.69 acres in lot size and contains an existing single-family residence, shop, and barn on the property. The proposed manufactured home will share the same access point off of West Smith Road as the existing single-family residence. The property is served Deer Creek Water Association and there is an existing septic system on the property the proposed manufactured home will connect to. The application was determined complete on March 09, 2026, indicating that all submittal requirements were met. The subject property is located at 857 W Smith Road Bellingham, WA 98226, within Section 35, Township 39N, Range 02E of W.M. Assessor's parcel number(s): 3902350505180000. The application will be reviewed under the Official Whatcom County Zoning and Critical Areas Ordinances, as well as reviews by Whatcom County Planning and Development Services (Fire Marshal's Office, Natural Resources and Planning), Public Works Engineering and Health Department. Any person may submit written comments to Eric Chamberlin, the above address or at echamber@co.whatcom.wa.us, within 14 days of the publication of this notice. Written comments must be received by March 25, 2026. Any person has the right to receive notice of and participate in any hearings, request a copy of the decision once made, and to appeal a decision when allowed by law.
