Notice to General Contractor/Construction Manager Companies REQUEST FOR Proposals Bid Number 2B-2026 Incinerator Emissions Control Upgrades PROJECT Project Number EU199 CITY OF BELLINGHAM, WASHINGTON General Contractor/Construction Manager (GC/CM) companies (Proposers) are invited to submit Proposals for the preconstruction services and potential construction services for the Incinerator Emissions Control Upgrades Project (Project) EU199 in accordance with the Alternative Public Works Contracting Procedures process of the Revised Code of Washington (RCW) 39.10. The Request for Proposals (RFP 2B-2026) can be viewed at the City of Bellingham website (https://cob.procureware.com/) or seen at the Purchasing Office, 210 Lottie Street, Bellingham, Washington, phone (360) 778-7750. Project Scope: The Project at the City of Bellingham's (City's) Post Point Wastewater Treatment Plant (PPWWTP) is a comprehensive initiative aimed at modernizing the air pollution control (APC) equipment for both of the plant's multiple hearth incinerators to meet the emission standards outlined in 40 Code of Federal Regulations Part 60, Subpart LLLL. The PPWWTP operates two multiple hearth incinerators to reduce wastewater biosolids to inert ash and flue gas. Incinerator flue gas emissions are regulated through the Clean Air and Clean Water Acts and permitted by the Northwest Clean Air Agency, a regional regulatory body delegated by the Environmental Protection Agency. The PPWWTP incinerators are permitted to meet emission standards established in Title 40 of the Code of Federal Regulations Part 62, Subpart LLL. Through a technical evaluation and alternatives analysis completed in March 2025, the City elected to upgrade the multiple hearth incinerator APC equipment to meet the more stringent emission limits established by Title 40 Code of Federal Regulations Part 60, Subpart LLLL. This work is driven by the City's commitment to maintaining environmental stewardship, modernizing the incineration system to ensure protection of public health, and maintaining uninterrupted, safe, and compliant operations at PPWWTP. These drivers serve as the basis for achieving the Project goal of lowering PPWWTP emissions to within LLLL standards. Early design efforts have determined that the upgrades will include installing a new wet scrubber, wet electrostatic precipitator, regenerative thermal oxidizer, selective catalytic reduction, and mercury control unit. To accommodate this equipment, the Project will include the construction of a new APC equipment building north of the existing solids handing buildings. Conceptual design has established that this building will be approximately 5,000 square feet and will house the selected APC equipment, a new electrical room, incinerator control room, and supporting process mechanical systems such as induction fans and process water pumps. The City is electing to approach the APC equipment design using performance-based specifications to receive a vendor-provided performance guarantee that the newly installed equipment will meet LLLL emissions standards. Pursuant to RCW 39.10, Alternative Public Works Contracting Procedures, the Owner intends to award a contract for GC/CM services utilizing a two-step competitive process to select the most qualified contractor. Project Information Meeting: Owner will conduct a Pre-Proposal Meeting and Site Tour at the Project site on March 17, 2026 at 1:30pm (local time). Owner will provide access to the site for interested Proposers following the Pre-Proposal Meeting. The site tour will be held at the Post Point Wastewater Treatment Plant, 200 McKenzie Avenue, Bellingham WA, and is not mandatory. Personal protection equipment (PPE) including hard hat and safety vest is required for the site tour. Proposers shall advise the Purchasing Office by close of business March 16, 2026 of the names of individuals who will attend the site tour. Due to space constraints, each Proposer is limited to three attendees. Registration for the meeting/site tour event is to be performed online at https://cob.procureware.com/ under the Bid Events section of this RFP portal. A virtual option utilizing Microsoft Teams (MS Teams) for the Pre-Proposal Meeting will be available for those Proposer's unable to attend in-person. A virtual option, however, will not be available for the site tour. Submittal Requirements: Proposals will be received electronically by the City of Bellingham no later than April 14, 2026 at 11:00 am (local time). Proposals must be submitted online at: https://cob.procureware.com/ under the Responses tab for this RFP portal. Contact Information: The City of Bellingham Purchasing Office will act as the sole point of contact for this RFP and will administer the RFP process. Proposers are requested to submit any questions or correspondence concerning this RFP to the Purchasing Office via the City's procurement portal at https://cob.procureware.com or emailed to bids@cob.org. The City of Bellingham in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
