NOTICE OF PUBLIC HEARING CITY OF BLAINE HEARING EXAMINER Project Name: Valvoline Conditional Use. Hearing Time & Place: Tuesday, March 3, 2026 at 2:00 PM. The hearing will be conducted virtually using Microsoft Teams. Meeting ID: 260 612 354 15 Passcode: J7UT6cq3. Project Location: 823 Grant Avenue, Lot 4 of the Specific General Binding Site Plan, Parcel No. 4001063655240000. Proposal: A 1,462 sq ft Valvoline Instant Oil Change facility. The full public record is available through the Community Development Services Department. Written comments must be received between 8:30 AM, February 19, 2026, and 4:30 PM, March 2, 2026, to be made available to the Hearing Examiner and parties of record prior to the hearing.
