WHATCOM COUNTY NOTICE OF APPLICATION FOR A SHORT SUBDIVISION AND INTENT TO ISSUE A SEPA MITIGATED DETERMINATION OF NON-SIGNIFICANCE
Notice is hereby given that on January 2, 2026, Erin Russell, Axe Engineering Services applied for a Short Subdivision and SEPA Checklist under case number SSS2026-00001 and SEPA2026-00001 requesting land use approval for a conventional short subdivision of an approximate 1.13-acre lot within Residential Rural (RR3) zoning to create three (3) residential lots; a 0.52-acre lot, a 0.34-acre lot, and a 0.27-acre lot. As proposed, Lot 1 contains the existing single-family residence and is noted as eligible for the development of an Accessory Dwelling Unit (ADU). All proposed lots will be served water from Sandy Point Improvement Company, sewer service from Lummi Tribal Sewer District, and an easement is proposed to provide access to Cobble Way. The application was determined complete on January 26, 2026. The project site is located at 4792 Cobble Way within Section 04, Township 38N, Range 01E of W.M.; Assessor's Parcel No: 3801040614120000. The project will be reviewed under the Official Whatcom County Zoning Ordinance and Title 24, Title 22, Title 21, Title 20, Title 17, Title 16, International Building Code (IBC), Title 12, Whatcom County Development Standards, Washington State Stormwater Manual and State Environmental Policy Act (SEPA) as applicable. Mitigation may be required pursuant to these ordinances. Whatcom County Planning and Development Services has reviewed the proposal for probable adverse impacts and expects to issue a Mitigated Determination of Non-Significance (DNS) for the project pursuant to the Optional MDNS process per WAC 197-11-355. This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request. Written comments must be received by February 23, 2026. Any person has the right to receive notice of and participate in any hearings, request a copy of the decision once made, and to appeal a decision when allowed by law.
