WHATCOM COUNTY NOTICE OF APPLICATION FOR A CONDITIONAL USE PERMIT Notice is hereby given that on December 15, 2025, Tom Bennett on behalf of Whatcom County Health Services and Community Services (WCHCS) applied for a Conditional Use permit under case number CUP2025-00012 requesting land use approval for site improvements to the existing Cedarville Landfill Drop Box Facility. The purpose of the proposed improvements is to reduce current turbidity levels in the site runoff. Existing site development includes a scale, scale house, and separate drop box containers for recycled materials, garbage, and used oil. Proposed improvements include the replacement of 3,980 square feet of existing impervious surface with asphalt pavement and the construction of a stormwater pond and concrete slab. Access to the subject site is provided by an existing easement that connects to Cedarville Road. The applicant is proposing to widen a portion of the existing access road and install a lockbox and signage at the at the entrance gate. In addition, the applicant is requesting approval to operate an annual tire recycling event on the subject site. The application was determined complete on January 8, 2026, indicating that all submittal requirements were met. The subject property is located at Ø Cedarville Rd within Section 28, Township 39N, Range 04 E of W.M. Assessor's parcel number: 3904281503070000. The application will be reviewed under the Official Whatcom County Zoning and Critical Areas Ordinances, as well as reviews by Whatcom County Planning and Development Services (Fire Marshal's Office, Natural Resources and Planning), Public Works Engineering and Health Department.
