DOCUMENT AVAILABLE LOCATION: 435 Martin St Suite 3000 Blaine, WA 98230 8:00 a.m.-4:30 p.m. Mon.-Fri. Online at https://www.ci.blaine.wa.us/2212/Lincoln-Mews-Preliminary-Plat. LEAD AGENCY DETERMINATION AND RATIONALE: We have identified and adopted the referenced MDNS document as being appropriate for this proposal after independent review. The document meets our environmental review needs for the current proposal and will accompany the proposal to the decision makers. This information is available to the public on request. Stormwater pond, access, partial street network and underground infrastructure already installed per Blaine SEPA MDNS 2021097 (SEPA register number 202203166), approved Conditional Use 2021096, and land disturbance permit 2023029. Project was approved as a conditional use under former Planned Commercial zoning designation. Current project permitted 'by-right' under newly adopted Urban Mixed Use zoning regulations. COMMENT PERIOD: This DNS is issued under WAC 197-11-340 (2). The lead agency will not act on this proposal for 14 days from the date of issuance.
