WHATCOM COUNTY NOTICE OF APPLICATION FOR A CONDITIONAL USE PERMIT AND INTENT TO ISSUE A SEPA DETERMINATION OF NON-SIGNIFICANCE
Notice is hereby given that on 11/21/2025, Francine St. Laurent, on behalf of Asthan Babe Ke, applied for a Conditional Use Permit, SEPA, and Minor Variance under case numbers CUP2025-00011, SEPA2025-00068, VAR-MIN2025-00001 to construct a new approximate 3,185-square-foot oval prayer hall with an 8-foot uncovered veranda south of the existing pole building and associated infrastructure requirements. The project does not include new plumbing or water fixtures, and the structure will not have plumbing or bathrooms. There is no proposed expansion of membership or parking. The project includes a minor variance request for buffer impacts and reduction as specified in the Critical Areas Assessment (CAA). The application was determined complete on 12/19/2025. The project site is located at 4052 Birch Bay-Lynden RD, within Section 21, Township 40 North, Range 01 East of W.M.; Assessor's Parcel No: 4001211340700000. The project will be reviewed under the Official Whatcom County Zoning Ordinance and Title 24, Title 22, Title 20, Title 16, Title 15, International Building Code (IBC), Title 12, Whatcom County Development Standards, Washington State Stormwater Manual and State Environmental Policy Act (SEPA) as applicable. Mitigation may be required pursuant to these ordinances. Whatcom County Planning and Development Services has reviewed the proposal for probable adverse impacts and expects to issue a Determination of Non-Significance (DNS) for the project pursuant to the Optional DNS process per WAC 197-11-355. This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request. Written comments must be received by 1/28/2026.
