Water Tank Replacement Project
O-ZI-YA Community Club #2 Water System (the Owner) will receive sealed bid proposals for the construction of the following project:

O-ZI-YA Community Club #2 Water System - Water Tank Replacement Project
Description:
The project includes the installation of a new 30,000-gallon concrete water tank, control system, 2" thru 4" watermain and valves, and site restoration. Removal of an existing concrete water tank is also included as an Alternate bid item.

Estimated Base Bid Cost Range:
$250,000 to $350,000 (Not including sales tax)
Submittal Time/Date/Location:
Proposals are due prior to 10:00 a.m., Tuesday, February 10, 2026, at the following location:

Bid Opening:
Public Bid Opening will commence at approximately 10:00 a.m. at the same location. Bids received will be opened and read aloud at this time.
The project bid opening will also be broadcast live using an online meeting platform. Prior to the bid opening an e-mail with an invitation and instructions to join the bid opening will be sent to all Plan Holders on the list maintained by WCR Plan Center.
Bids received after the due times identified above cannot be considered, and will be returned unopened. Bids may not be transmitted via facsimile or other electronic means.
Submitted bids will be checked for completeness and arithmetic accuracy. If arithmetic errors exist in bid item extensions, or summing of bid item totals, the Owner will correct such errors in extensions and totals before considering bids.
Pre-Bid Meeting:
A non-mandatory pre-bid meeting will be held on site at 10:30 a.m., Wednesday, January 21, 2026, for the purpose of answering questions from prospective bidders. The site is located at:

Special Requirements:
This project is fully or partially funded through the Washington State Drinking Water State Revolving Fund Program with federal funds from the U.S. Environmental Protection Agency. General contractors and all subcontractors must meet DWSRF requirements and provisions.
Small, Minority-Owned and Women-Owned business enterprises are encouraged to submit bids.
All work performed on this project will be subject to federal and state prevailing wage rates. Contractors and subcontractors shall pay workers the higher of the rates for each job classification involved in the project.
The Contractor shall have the experience and knowledge necessary to furnish and erect the highest quality of tank possible. Under no circumstances shall an inexperienced Contractor be awarded the project. The Contractor shall be fully responsible for the entire installation including excavation, foundation preparation, foundation, piping, steel erection, appurtenances and the final product.
The Owner and/or Engineer reserve the right to reject any bid which, in the opinion of the Engineer, does not meet the full qualification requirements as set forth. Past poor performance of similar tanks will be just cause for rejecting any bid.

Completion of Work:
The WORK shall be complete within 100 calendar days following Notice To Proceed. Liquidated damages for work not completed with the Contract specified duration shall be in accordance with WSDOT Standard Specifications Section 1-08.9.
