CITY OF BLAINE NOTICE TO BIDDERS The City of Blaine ("City") is seeking a Request for Proposal from interested and qualified consultants to submit a proposal and Statement of Qualifications (SOQs) for a financial and rate services analysis for the City of Blaine's electric, water, wastewater (sewer), and storm water utility services.
