DETERMINATION: The lead agency has determined that this project does not have a probable significant adverse impact on the environment. Potential impacts are addressed through the Blaine Municipal Code (BMC), the Washington Administrative Code (WAC), the Revised Code of Washington (RCW) regulations, and MDNS data safety sheets, including but not limited to: inadvertent discovery of cultural resources, hazardous waste handling, oil storage, and oil disposal. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Information on the process and the project is available to the public upon request at the City of Blaine, Community Development Services Department.
COMMENT PERIOD: This DNS is issued under WAC 197-11-355(4)(d) after using the Optional DNS process (WAC 197-11-355). A 14-day comment period was provided beginning Nov 19, 2025 that ended Dec. 3, 2025. There is no further comment period. Notice of the intent to issue the DNS was published, posted on the project site, and circulated to interested state and local agencies.

APPEAL PROCEDURE: This determination may be appealed by letter to the SEPA Official at the address noted above. Such an appeal would need to be made by 4:30 PM on December 24, 2025. Appeals must include a specific factual objection, payment of the applicable appeal fee, and a completed City of Blaine administrative appeal application. Questions should be directed to the responsible official noted above.
