NOTICE OF INTENT TO PERFORM WORK AND ESTIMATE OF COST In accordance with RCW 39.04.020, NOTICE IS HEREBY GIVEN that the Port of Bellingham has determined that it is necessary and/or advisable that the work described herein is to be performed by means or methods other than by contract. This work includes the extension of water, sewer and power utilities and installing new foundations for future container village expansion by Port day labor.
