Proposal: Establish a Valvoline Oil Change service center. A Public Hearing is required for this project. The date for the public hearing has not been set at this time. A separate Notice of Public Hearing will be provided pursuant to Section 17.06.110 of the Blaine Municipal Code (BMC). The hearing will be conducted virtually using Microsoft Teams. Required permits: Conditional Use authorization, building permit. Required Studies: None as of date noticed. Existing Environmental Documents: SEPA checklist; Geotechnical Engineering Report, Truck Route 543 & H Street, GeoTest Services, Inc., January 2021. Preliminary Determination of regulations used for project mitigation: Blaine Municipal Code Title 17 Land Use and Development.
SEPA Environmental Review: The City of Blaine has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). This determination is based on the following findings and conclusions: Oil change facilities regulated under WAC 296-17A-3406 and oil handling under WAC 173-303-515. Project is anticipated to create minor environmental impacts only.
Public Comments: The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Written comments for this formal comment period must be submitted between 8:30 AM Wednesday November 19, 2025 and 4:30 PM Wednesday December 3, 2025.
