AMENDED NOTICE OF INTENT TO FILE A REQUEST FOR LOCAL SITING APPROVAL OF A NEW POLLUTION CONTROL FACILITY WITH THE VILLAGE OF CASEYVILLE, ILLINOIS YOU ARE HEREBY NOTIFIED that pursuant to § 39.2(b) of the Illinois Environmental Protection Act (415 ILCS 5/39.2(b)), SSC Holdings, LLC. as owner and ILLINI Environmental, LLC as operator ("Applicants"), will submit a Request for Siting Approval for a New Pollution Control Facility ("Request for Siting"), an expansion of the currently permitted facility in Caseyville, Illinois, with the Village of Caseyville, Illinois, on September 18, 2026. In their Request for Siting, the Applicants will seek approval to site, permit, construct, develop, and operate a non-hazardous waste storage and treatment facility as an expansion to the currently permitted facility located at 8895 California Drive, Caseyville, Illinois 62232. The proposed facility is located at the northwest corner of the existing property of the Applicants, on approximately 24 +/- acres, is utilizing an existing building that will be expanded to approximately 18,000 square feet in size, and will share a physical address with the existing facility at 8895 California Drive, Caseyville, Illinois 62232. The proposed expansion of the facility would be a non-hazardous waste storage and treatment facility which will accept non-hazardous wastewaters for temporary storage and batch treatment (chemical and ultra filtration), and further discharge to a local publicly operated treatment works or POTW (American Bottoms Regional Wastewater Treatment Facility). The Applicants will develop and operate the facility only as approved by the Illinois Environmental Protection Agency, other applicable regulatory agencies, and as authorized by applicable statutes and regulations. The accepted waste will be non-hazardous industrial wastewater such as oil contaminated water, groundwater, contaminated storm water runoff, and other off-spec nonhazardous wastewaters. It is anticipated that the proposed expansion to the facility will receive an average of 50 tons per day of non-hazardous liquid wastewater. The facility will not accept hazardous waste. The facility is proposed to have an indefinite lifetime. The Applicants are SSC Holdings, LLC (owner) and ILLINI Environmental, LLC (operator), whose address is 8895 California Drive, PO Box 387, Caseyville, IL 62232. On September 18, 2026, the Applicants will submit with the Village of Caseyville, Illinois their Request for Siting. The Request for Siting will include the substance of the Applicants' proposal and supporting documents. The Request for Siting and any other materials on file with the Village of Caseyville will be available for public inspection and may be copied upon payment of the actual cost of reproduction at the Caseyville Village Clerk's Office located at 909 S. Main Street, Caseyville, IL 62232, during normal business hours. At least one public hearing is to be held by the Village of Caseyville not sooner than 90 days but no later than 120 days after the date on which the Request for Siting was submitted. Any person may provide comment or testimony during the public hearing and has an opportunity for cross-examination of any witness(es) who testify. In addition, any person may file written comment with the Village of Caseyville concerning the appropriateness of the proposed site for its intended purpose.
