All bids shall be placed on the forms provided, and returned in a sealed envelope with the name and address of the bidder, and marked "FAIRVIEW HEIGHTS OIL AND CHIP PROGRAM - MOODY PARK" on the front, addressed to the Public Works Committee, c/o City Clerk, 10025 Bunkum Road, Fairview Heights, IL 62208. Any sealed envelope not marked as designated above will not be accepted as a bid. All bids must be received prior to 2:00 p.m., Tuesday, August 11, and will be opened at that time. The City reserves the right to reject any or all bids, and to waive any irregularities in the bidding procedure.
