REQUEST FOR PROPOSALS

ADVERTISEMENT FOR PROPOSALS
The Village of Swansea is soliciting sealed proposals for demolition and site restoration at 208 Clara Street and 217 Anna Street. Proposals shall be submitted to the Village Clerk, 1444 Boul Avenue, Swansea, Illinois. Proposal security equal to 5% of the total proposal amount is required. Proposals shall remain valid for thirty (30) days following opening. The Village reserves the right to reject any or all proposals and waive irregularities.
INSTRUCTIONS TO PROPOSERS
Proposers shall examine the sites, verify conditions, include all labor, equipment, disposal, restoration, utility coordination, permits, insurance, bonds, and incidentals. Submission constitutes acknowledgment of site conditions. The successful proposer shall furnish insurance, performance bond, payment bond, and executed contract within fifteen (15) days of award.
SCOPE OF WORK
208 Clara Street: Complete demolition and removal of the mobile home and all related components including chassis, axles, wheels, tires, anchors, tie-downs, skirting, utility pedestals, steps, landings, accessory structures, foundations and debris.
217 Anna Street: Complete demolition and removal of the one-story wood-frame residence, all foundations, footings, slabs, accessory structures, concrete, debris and site improvements.
Both properties: Remove all trash, rubbish, brush, dead trees, fallen limbs, stumps, nuisance vegetation, concrete, asphalt, fencing and miscellaneous materials. No debris may be buried. All materials shall be disposed of at approved facilities with disposal documentation provided to the Village.
MANDATORY PRE-BID SITE INSPECTION
Contractors shall be responsible for visiting and inspecting both properties prior to submitting a proposal. Submission of a proposal shall constitute acknowledgment that the proposer has examined the sites and is familiar with all existing conditions that may affect the work.
PERMITS AND REGULATORY COMPLIANCE
The Contractor shall obtain all required permits and approvals prior to commencing work. Demolition activities shall comply with all applicable federal, state, county, and local laws, ordinances, regulations, and permit conditions. All permit fees shall be included in the proposal amount unless otherwise waived by the Village.
UTILITIES
Contractor shall contact JULIE, coordinate utility disconnections, and comply with all utility provider requirements. Sewer abandonment shall be coordinated with the Village.
BACKFILL, GRADING, AND RESTORATION
All excavations shall be backfilled with clean fill free of debris. Sites shall be compacted, graded for positive drainage, covered with a minimum of six inches of topsoil, seeded, and straw mulched. Finished condition shall be suitable for mowing and future redevelopment.
EROSION CONTROL
Contractor shall provide and maintain erosion control measures as necessary until vegetative cover is established.
PREVAILING WAGE
The Illinois Prevailing Wage Act shall apply. Certified payroll records shall accompany payment requests.
INSURANCE
General Liability: $1,000,000 per occurrence / $2,000,000 aggregate. Automobile Liability: $1,000,000. Workers Compensation: Statutory. Village shall be named additional insured.
PERFORMANCE AND PAYMENT BONDS
Performance and Payment Bonds shall each equal 100% of the contract amount.
CONTRACT TIME
All work shall be completed within thirty (30) calendar days following board approval of bid. Liquidated damages: $250 per day.
PAYMENT
Final payment shall be made following completion, acceptance, certified payroll submission, lien waivers, disposal receipts, and before/after photographs.
RESERVATION OF RIGHTS
The Village reserves the right to reject any or all proposals, to waive any informalities, technicalities, or irregularities in any proposal received, to request clarification or additional information from any proposer, to negotiate modifications to any proposal, and to accept the proposal that the Village determines to be in its best interests.
The Village shall not be obligated to accept the lowest-cost proposal and may consider such factors as qualifications, experience, references, demonstrated ability to perform the work, project schedule, responsiveness to the Request for Proposals, past performance, and overall value to the Village.
The Village further reserves the right to award the contract on an individual property basis, collectively for both properties, or not at all, and to award the contract in whole or in part as determined to be in the best interests of the Village.

CERTIFICATIONS
Bid Rigging, Bid Rotating, and Illinois tax compliance certifications shall be executed and notarized as required by Illinois law.
PROPOSAL OPENING
Sealed proposals will be received by the Village Clerk at the Swansea Government Center, 1444 Boul Avenue, Swansea, Illinois 62226, until: 2 p.m. on August 3rd, 2026.
Proposals received after the stated deadline will not be considered and will be returned unopened.
