Invitation to Bid
Sealed Bids from qualified CONTRACTORS for furnishing all labor, materials, equipment, means, and performing all work for the "City of Lebanon – Herman St Water Main Replacement" project will be due by 2:00 PM (local time) on July 22, 2026.
This project is funded in part by the U.S. Department of Housing and Urban Development (HUD) through the CDBG program administered by St. Clair County IGD. The awarded contractor is required to utilize Minority Business Enterprise(s) (MBE) in the minimum amount of 15% of the total contract value. Other requirements can be found in the project specifications.
Plans and Specs may be viewed at S.I.B.A, 1468 Green Mount Road, O'Fallon, IL, 62269. Plans and Specs may also be purchased for $40.00 per set if obtained at Thouvenot, Wade & Moerchen, Inc., 4940 Old Collinsville Road, Swansea, Illinois 62226, $50.00 per set if mailed (Non-Refundable), and no cost per set if electronically obtained.
This Invitation to Bid should not be construed as a commitment of any kind on the part of the City of Lebanon, nor does it commit the City of Lebanon to pay for any costs incurred in the submission of a bid package, nor for any costs incurred prior to the execution of a formal Agreement. The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids. The selected bidder will be required to comply with all applicable Equal Employment Opportunity laws and regulations and all applicable Prevailing Wage regulations.
