ADVERTISEMENT FOR BIDS
The Public Building Commission of St. Clair County, Illinois (PBC), the owner, will receive sealed lump sum bids until the bid time and date, at the location given below for our new ST. CLAIR COUNTY ANIMAL SERVICES FACILITY, LANDSCAPING AND FENCING which will be located at 1123 Comwest Parkway, Belleville, IL.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner and delivered in a sealed envelope marked with the project name and the name of the bidder on the outside, addressed as follows:

Construction Contract: Bids will be received for the following work: ST. CLAIR COUNTY ANIMAL SERVICES FACILITY, LANDSCAPING AND FENCING.
All bids must be submitted by Friday, May 15, 2026, at 10 a.m., prevailing time. Bids will be opened and read aloud immediately thereafter.
BID SECURITY AND WAGE/DISCRIMINATION CONDITIONS
Bidders are required to provide a certified or cashier's check, or bid bond executed by Bidder and approved Surety Company, in the amount of five (5%) percent of the bid amount. A successful bidder shall forfeit any surety required by the PBC upon failure on the bidder's part to enter into a contract within 10 days after the notice of award. Bids are required to be submitted under a condition of irrevocability for a period of 60 days after submission. This project is subject to the Illinois Prevailing Wage Act and Bidders are hereby notified that employees and applicants of the contractor shall not be discriminated against in the accordance with Illinois Labor Regulations. Likewise, minority participation is encouraged, and Illinois Non-Discrimination rules and regulations apply.
Bid Documents and Specifications may be obtained from the PBC electronically by email request to pbcproject@co.st-clair.il.us, beginning April 29, 2026, during regular business hours Monday through Friday - 8 a.m. to 4 p.m. Complete sets of documents will also be on file at the Office of Southern Illinois Builders Association, 1468 Green Mount Road, O'Fallon, IL 62269.
A successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within 90 CALENDAR DAYS - the Contract Time.
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond and a separate Labor and Material Payment Bond, each in the amount of 100% of the contract and Insurance, in a form acceptable to Owner, will be required of the successful Bidder. This certificate shall indicate the Public Building Commission of St. Clair County and St. Clair County, Illinois, and their employees, commissioners, and board members as additional insureds on general, auto and excess liability coverages.
PBC reserves the right to reject any or all bids or proposals, to waive any inconsistencies or informalities in the bidding process, and to select the lowest responsible bid which is considered to best meet the requirements of the PBC, in the sole discretion of the PBC.
