SECTION 00 03 00 – ADVERTISEMENT FOR BID The Harmony-Emge School District #175 will receive sealed bids for: PROJECT TITLE: Ellis Pavement Replacement LOCATION(S): Ellis Elementary School 250 Illini Drive Belleville, St. Clair County, Illinois 62223 PROJECT DESCRIPTION: Work to include the milling and removal of existing asphalt. New work to include the installation of new asphalt overlay, bollards, signs, and pavement painting/striping. PROJECT NO. 25062 TRADE(S): General PRE-BID MEETING TIME AND LOCATION: Date/Time Location March 11, 2026 / 10:00 a.m. Ellis Elementary School 250 Illini Drive Belleville, Illinois 62223 BID SUBMISSION DEADLINE AND BID OPENING LOCATION: Date/Time Location March 19, 2026 / 2:00 p.m. Harmony-Emge School 7401 Westchester Drive Belleville, Illinois 62223 OBTAIN PLANS FROM: Snow Printing 6428 Old St. Louis Road Belleville, IL 62223 Phone: 618-233-0712, Fax: 618-257-3331 PLAN DEPOSIT: For Electronic Copies: One non-refundable deposit for each set of documents shall be made payable to Snow Printing. Contact Snow Printing for cost. -AND/OR- For Hard Copies: Two deposits for each set of documents shall be made payable to Snow Printing in separate amounts. One non-refundable deposit made payable to Snow Printing and one refundable deposit made payable to Snow Printing. Contact Snow Printing for cost. Refundable deposit will be returned upon return of documents in good condition to Snow Printing within 30 days after Bid opening. INFORMATION TO BIDDERS: 1. See Section 00 10 00 – Instruction to Bidders and Section 00 10 01 – Supplemental Instructions to Bidders bound within the Project Manual for further bidding requirements. 2. The successful bidder shall comply with the provisions of the Illinois Prevailing Wage Act, specifically including the payment of the applicable prevailing wages to all laborers, workers, and mechanics performing work under the contract. 3. Bid Bond or Certified Check made payable to the Owner in the amount of 5% of the base bid will be required. 7. Bids shall be awarded to the lowest responsible bidder, considering conformity with specifications, terms of delivery, and quality and serviceability, as determined by the Board. The Owner reserves the right to reject any and all bids in whole or in part or to waive any informality in the bidding process. Any such decision shall be considered final. 8. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the Owner. 9. Facsimile and electronic bids will not be accepted.
