NOTICE OF PUBLIC HEARING Notice is Hereby Given that, on February 25, 2026, at 10:00 a.m., the Executive Director of the Southwestern Illinois Development Authority ("SWIDA"), or her designee, will conduct a public hearing to be held at its offices at 1022 Eastport Plaza Drive, Collinsville, Illinois, regarding the issuance by the Health and Educational Facilities Authority of the State of Missouri (the "Authority") of a plan of finance to issue one or more series of tax-exempt qualified 501(c)(3) health facilities revenue bonds, notes or commercial paper in an aggregate principal amount not to exceed $940,000,000 (the "Obligations"). The proceeds of the Bonds will be loaned to BJC Health System, a Missouri nonprofit corporation, (the "Borrower"), and used by the corporation and certain affiliated corporations, including Alton Memorial Hospital and Protestant Memorial Medical Center, Inc., Illinois not for profit corporations, to finance, refinance and reimburse the costs of projects located in Missouri and Illinois. The projects located in Illinois are in the territorial jurisdiction of SWIDA. The Obligations will be used in a plan of finance to finance, refinance and reimburse all or a portion of the costs for the acquisition, construction, renovation and improvement of health care facilities and the purchase of equipment, furnishings and software for the Borrower and its affiliates' health care facilities including the following: (a) $60,000,000 of estimated costs for projects to be located at the Alton Memorial Hospital campus with a principal address of One Memorial Drive in Alton, Illinois (generally bounded by College Ave. on the north, Rock Springs Dr. on the east, Brown St. on the South and Central Ave. on the west), (b) $35,000,000 of estimated costs for capital projects to be located at the Memorial Hospital Belleville campus with principal addresses of 4500, 4550, 4600, 4700 and 4315 Memorial Drive in Belleville, Illinois (generally bounded by Frank Scott Pkwy W. on the north, E. Park Dr. on the east, N. Park Dr. on the south, and Dapron Dr. on the west), and (c) $2,500,000 of estimated costs for capital projects to be located at the Memorial Hospital Shiloh campus with a principal address of 1404 Cross St. in Shiloh, Illinois (generally bounded by Hwy 50 on the north, O'Fallon Township Line Rd. on the south and east and Cross St. on the south and west) (collectively, the "Illinois Projects"). All of the projects, including the Illinois Projects, to be financed, refinanced or reimbursed with proceeds of the Obligations will be owned and operated by the Borrower and its affiliates. The Borrower, at its discretion, may allocate up to the entire maximum principal amount of $97,500,000 of proceeds of the Obligations to finance, refinance or reimburse all, a part, or none, of any of the above-described capital projects at each of such locations described. All of the projects, including the Illinois Projects, to be financed, refinanced or reimbursed with proceeds of the Obligations will be owned and operated by the Borrower and its affiliates. The hearing will be open to the public. In addition, written comments may also be submitted during regular office hours to the Executive Director of SWIDA, Destini Lednicky, at 1022 Eastport Plaza Drive, Collinsville, Illinois 62234, on or before 5:00 p.m., February 24, 2026.
