NOTICE TO BIDDERS
CITY OF MADISON
10TH ST. RESURFACING PROJECT
MCCD FY2025 Grant - Contract Number 4913-25-1-32-21
Separate sealed bids for 10th Street Resurfacing will be received by the City Clerk in the City Hall, 615 Madison Avenue, Madison, Illinois until 10:00 a.m., Tuesday, February 26, 2026 at which time the bids will be publicly opened and read aloud. Sealed bids should be labeled "10TH ST. RESURFACING PROJECT-MCCD CONTRACTOR NUMBER 4913-25-1-32-21" on the outside of the envelope.
The proposed work consists of the construction of ADA curb ramps, removal and replacement of inlets, and HMA resurfacing of 10th St. Bids that are furnished by mail shall be addressed to the City Clerk, City of Madison, 615 Madison Avenue, Madison, Illinois 62060.
Plans, specifications and contract documents may be examined and obtained at the office of the Engineer at following location:

There is no deposit required for copies of the plans and specifications. However, a non-refundable charge of $10.00 is required for those plans and specifications sent via mail. Digital copies of the plans and specifications may be obtained at no cost upon Engineer's receipt of a completed request/release form provided by Engineer.
Plans, specifications and contract documents are also available for examination at Southern Illinois Builders in O'Fallon, Illinois.
No bidder may withdraw his bid within ninety (90) days of the scheduled time of closing bids.
All bids must be made on forms furnished by the City of Madison.
The successful bidder will be required to execute and present performance and payment bonds in a sum equal to the full amount of the contract. Bids must be for the contract as a whole.
Illinois law requires that contractors pay the prevailing wage rates as determined by the Department of Labor. In addition, as this is a federally funded project, contractors and subcontractors shall comply with the Davis-Bacon Act.
This project is subject to approval of all permits and availability of project funds from Madison County Community Development.
This contract will be funded under a grant from Madison County Community Development and will be subject to regulations and requirements of Madison County Community Development.
The City of Madison reserves the right to waive, or not to waive, any irregularities in the bids and to reject any or all bids and to determine which is the lowest and best bid.
Section 3 Participation
This project must comply with Section 3 of the Housing and Urban Development Act of 1968 [12 U.S.C 1701u and 24 CFR Part 75]. Bidders on this project will be required to comply with the Section 3 Participation Requirements as set forth in Section 00 73 13 of the specifications.
Build America, Buy America Participation
This project must comply with the Build America, Buy America Act (BABA), as enacted under the Infrastructure Investment and Jobs Act (Public Law 117-58) and implemented in accordance with 2 CFR Part 184 and other applicable federal regulations. Contractors and subcontractors on this project will be required to ensure that all iron, steel, manufactured products, and construction materials used in the performance of the contract are produced in the United States, unless a waiver is properly obtained. Material certifications shall be required as proof and evidence that the requirements of this statue have been satisfied.
Contract Work Hours and Safety Standards Act
This project must comply with the Contract Work Hours and Safety Standards Act (CWHSSA) (40 U.S.C. §§ 3701-3708) and all applicable implementing regulations. Contractors and subcontractors shall pay laborers and mechanics overtime compensation at a rate not less than one and one-half times their basic rate of pay for all hours worked in excess of forty (40) hours in a workweek, as required by the Act. Contractors shall also comply with all applicable safety standards and recordkeeping requirements, and documentation may be required to demonstrate compliance with these provisions.
All applicable laws, ordinances, and rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract.
