NOTICE OF PUBLIC MEETING FOR ST. CLAIR COUNTY'S PY 2026 ANNUAL ACTION PLAN COMMUNITY NEEDS DETERMINATION AND THE ANALYSIS OF IMPEDIMENTS St. Clair County Intergovernmental Grants Department, Community Development Group is in the process of preparing its Annual Action Plan for Program Year 2026, and the Analysis of Impediments. This plan is for the Community Development Block Grant (CDBG) and HOME Investment Partnership programs. We want you to tell us about your needs and needs within your community. The geographic area we serve includes all of St. Clair County, except Scott Air Force Base and the Cities of Collinsville and Madison. Government laws and regulations require the County to spend these funds with the objectives of: benefiting low-moderate income persons; aiding in the prevention or elimination of slums and blight; or meeting other community development needs posing serious and immediate threats to the health and welfare of the community. The goals of the programs are to provide decent housing, establish and maintain stable living environments, and expand economic opportunities. The County is in the process of determining the needs to be addressed in the 2026 Annual Action Plan. Examples of needs that have been addressed in our previous Annual Action Plans are: improving public infrastructure; conserving and expanding the County's housing stock; and strengthening economic development. We would also appreciate your input as we determine the needs of low and low moderate income persons, set annual goals, and plan how to best meet these goals with the funds available.
