East St. Louis Housing Authority Public Notice Notice of the Proposed Public Housing Authority and 5-Year PHA Plan for 2026-2030 Notice of 45-Day Public Comment Period January 29, 2026 - March 15, 2026 Notice of Public Hearing (Proposed Public Housing Authority 5-Year PHA Plan for 2026-2030) March 16th, 2026, 5:00PM East St. Louis Housing Authority Conference Room Notice of Availability of the Proposed Public Housing Authority 5-Year PHA Plan for 2026-2030 The 1998 Quality Housing and Work Responsibility Act requires East St. Louis Housing Authority to complete and submit a 5-Year PHA Plan to the U.S. Department of Housing and Urban Development (HUD), and that the public be given the opportunity to provide comments. The purpose of the Plans is to outline the goals, objectives, and methodology the agency will use to provide assisted and affordable housing using federal funds. Beginning on January 29, 2026, the East St. Louis Housing Authority's proposed the 5-Year PHA Plan for 2026-2030 will be available for review by the public by appointment and can be found at: East St. Louis Housing Authority 700 N. 20th Street East St. Louis IL 62205 The Plan may be viewed between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday, by appointment. To request an alternate format of the Plan, or for general information, you may call Lee Mitchell, at (618) 646-7116. Also beginning on January 29, 2026, an electronic copy of the Plan will be available for review on our website at www.eslha.org. Notice of 45-Day Public Comment Period January 29, 2026 – March 15, 2026 A 45-day public comment period regarding the Housing Authority's proposed 5-Year PHA Plan for 2026-2030 will begin on January 29, 2026, and conclude at the close of business on March 15, 2026. Public comments will be accepted anytime during the 45-day public comment period. Concerned residents should submit their comments to the East St. Louis Housing Authority, 700 N. 20th Street, East St. Louis IL 62205-1814. Faxed comments may be sent to the East St. Louis Housing Authority at (618) 271-2028; or, e-mailed responses may be sent to eslha-dev@eslha.org. Written comments regarding the Plan will be accepted on or before March 15, 2026, and oral comments will be accepted in person at the Public Hearings mentioned below. Notice of Public Hearing (Proposed Public Housing Authority 5-Year PHA Plan 2026-2030) March 16th, 2026, 5:00PM East St. Louis Housing Authority Conference Room A Public Hearing will be held review and solicit comments from the general public regarding the East St. Louis Housing's proposed public Housing Authority 5-Year PHA Plan for 2026-2030. The hearing will take place on March 16, 2026, at 5:00 PM in person in the ESLHA Conference Room. East St. Louis Housing Authority endeavors to make all public meetings accessible to persons with disabilities.
