PUBLIC NOTICE NOTICE OF PETITION BY C.J. GOODALL TIRE CO., INC. FOR AN ADJUSTED STANDARD BEFORE THE ILLINOIS POLLUTION CONTROL BOARD This notice is published pursuant to 415 ILCS 5/28.1 and 35 Ill. Adm. Code 104.408 to inform the public of the submittal by C.J. Goodall Tire Co., Inc. ("Goodall"), 905 West Blvd., Belleville, Illinois 62221, of a Petition for an Adjusted Standard with the Illinois Pollution Control Board pursuant to 35 Ill. Adm. Code 104.402 on December 31, 2025. Goodall's petition, which has been assigned the docket number AS 2026-003 requests an adjusted standard from certain Sections of 35 Ill. Adm. Code Part 848 for its used tire facility located at 905 West Blvd., Belleville, St. Clair County, Illinois 62221 ("Goodall Facility"). Because the Goodall Facility deals in used tires, it must adhere to the regulations governing used tire management standards found in 35 Ill. Adm. Code Part 848. In its petition, Goodall seeks an adjusted standard pursuant to the boundary and setback requirements found under 35 Ill. Adm. Code §§ 848.202(a)(1)(B), 848.202(a)(1)(C), and 848.202(c)(2). Additionally, Goodall is seeking an exemption from the Daily Tire Record and Annual Tire Summary Regulations found under 35 Ill. Adm. Code §§ 848.303 and 848.304. At its Goodall Facility, Goodall deals in used Off-the-Road (OTR) tires and rims. The proposed adjusted standard would reflect and be based on the inherent physical differences between OTR tires and passenger tires, with requirements consistent with OTR tire characteristics. Goodall currently employs six (6) full-time employees and three (3) part-time employees. The Goodall Facility supplies quality OTR heavy equipment wheels, tires, and rims for many types of equipment such as scrapers, loaders, graders, trucks, tractors, and backhoes, along with mining, construction, and agricultural equipment. Any person may cause a public hearing to be held in the above-described adjusted standard proceeding by filing a hearing request with the Illinois Pollution Control Board within 21 days after the date of the publication of this notice. The hearing request should indicate the docket number for the adjusted standard proceeding, as found in this notice. The hearing request must be mailed to the Clerk, Illinois Pollution Control Board, 100 W.
