Separate sealed BIDS for the construction of three potable water supply wells (No. 7, No. 8 and No. 9) ranging in depths of 104 ft to 108 ft; a new 3.0 MGD water treatment plant (WTP) with a 3-acre solar array; and approximately 60 LF of 6-inch water main, 500 LF of 8-inch water main, 9,300 LF of 14-inch water main, 2,000 LF of 4" forcemain, 260 LF of dry jack and bore with 24" casing piping, and 162 LF of 4" chemical feed conduit. The WTP building is approximately 9,239 SF total and consists of 2,466 SF of office area 6,773 SF of process area housing three horizontal pressure filters, four vertical ion exchange softeners, and chlorination, phosphate and fluoride chemical feed systems, along with a solar array field consisting of 28 total arrays, each 15 ft. x 45 ft. Bids will be received by: Kathleen Scaturro, Village Clerk, at the office of: Village of Glen Carbon, 151 N. Main Street, Glen Carbon, Illinois, 62034 until: 2:00 PM(Standard Time-Daylight Savings Time), the 23rd day of February, 2026, and then at said office publicly opened and read aloud.
A MANDATORY Pre-bid Meeting will be held on Tuesday, the 6th day of January, 2026 at 10:00 AM Prevailing time, at the Village of Glen Carbon, 151 N. Main Street, Glen Carbon, Illinois, 62034.
"Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act (BABA)" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. Bidders shall reference the Village of Glen Carbon's Project Labor Agreement (PLA) requirement, included in 01 11 00 - Special Provisions".
NOTE: A PROJECT SPECIFIC BABA WAIVER AND A GENERAL SOLAR WAIVER HAVE BEEN GRANTED FOR THIS PROJECT. IRON, STEEL, MASONRY AND TIMBER SHALL COMPLY WITH THE BABA REQUIREMENTS LISTED ABOVE.
This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4."

The Contractor shall commence work after the Notice to Proceed is issued and shall be completed within 540 consecutive calendar days of the written Notice to Proceed (NTP). Should the Contractor fail to complete the Work within such time, Contractor agrees to pay and will apply to the Owner for each and every day of such delay in completion of the Work beyond the Contract Time the sum of Five Hundred dollars and 00/100 ($500.00) per day for Work not completed by the substantial completion date as liquidated damages.
The Proposal shall be accompanied by an electronic copy of either: (1) a certified check, or a cashier's check drawn on an Illinois bank, or a bank chartered under the laws of the United States, in an amount of 5% of bid amount; or (2) a certified share draft drawn on a credit union in Illinois or chartered under the laws of the United States, in an amount of 5% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Illinois, in the penal sum of 5% of bid amount. This electronic copy will be facilitated through the QuestCDN electronic bid service. The apparent low bidder will be required to submit a hard copy of the certified check, cashier's check or bid bond within three (3) days of the bid opening.
The bid security shall be made payable to the Treasurer of the Village of Glen Carbon.
Bidders shall not be permitted to withdraw their bids for a period of sixty (60) days after the same are opened.
The right is reserved, as the interest of the Owner may require, to reject all bids, any unresponsive bid and to waive technicalities in bids received.
