NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Macon-Bibb County Government — Economic and Community Development Department (ECDD).
REQUEST FOR RELEASE OF FUNDS
On December 4, 2025, the Macon-Bibb County Government ECDD will submit a request to the Department of Housing and Urban Development (HUD) Atlanta CPD Field Office for the release of HOME Investment Partnership Program funds under Title Il of the Cranston-Gonzalez National Affordable Housing Act Title 24, Subtitle Part 92, Subpart B of 1990, to undertake 1 project known as IDD Community Residential Alternative Group Homes. The purpose of the project is to develop two Community Residential Alternative (CRA) Group Homes for eight (8) adult individuals with Intellectual and Developmental Disabilities (IDD) offering intense residential support in small group settings focusing on training and support in daily living skills. The development will be located at 5107 College Crossing Drive, Macon, Ga. 31206. The estimated funding of $700,000 (HOME funds) + $1,158.667 (non-federal funds) totaling $1,858,667.
FINDING OF NO SIGNIFICANT IMPACT
Macon-Bibb County Government ECDD has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969(NEPA) is not required. Additional project information is contained in the Environmental Review Record(ERR) on file at Macon-Bibb County Government Economic and Community Development Department, 688 Walnut Street, Suite 101, Macon, GA 31201 and may be examined by emailing Kenneth Braden at kbraden@maconbibb.us or calling (478)751-7190 to schedule a time to examine the ERR between the hours of 9:00 a.m. to 5:00 p.m.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Macon-Bibb County Economic and Community Development Department (ECDD), 688 Walnut Street, Suite 101, Macon, GA 31201, by calling (478) 751-7190 or by emailing kbraden@maconbibb.us. All comments received by December 3, 2025, will be considered by the Macon-Bibb County Government ECDD prior to authorizing submission of a request for release of funds, Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Macon-Bibb County Government ECDD certifies to HUD/Atlanta CPD Field Office that Lester M. Miller in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD/Atlanta CPD Field Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Macon-Bibb County Government — ECDD to use HOME Investment Partnership Program funds.
OBJECTION TO RELEASE OF FUNDS
HUD/ATLANTA CPD Field Office will accept objections to its release of funds and the Macon-Bibb County Government ECDD certification for a period of fifteen days following the anticipated submission date or its actual receipt of the requests(whichever is later) only if they are one of the following basis: (a) the certification was not executed by the Certifying Officer of the Macon-Bibb County Government ECDD; (b) Macon-Bibb County Government ECDD has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/Atlanta CPD Field Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed by email to HUD/ATLANTA CPD Field Office. Potential objectors should contact HUD/Atlanta CPD Field Office via email to verify the actual last day of the objection period at CPDRROFATL@hud.gov.
