Public Notice of Proposed Activity in a 100-Year Floodplain at
Dallas Fort Worth International Airport for Development
of the Southwest End Around Taxiway
Interested parties are hereby notified that DFW Airport is continuing construction of the third end around taxiway (EAT) located on DFW's property. A finding of no significant impact (FONSI) for the Environmental Assessment (EA) was issued on August 18, 2017, for the development of four EATs at DFW.
The Federal Aviation Administration (FAA) has determined that the proposed Southwest EAT is located in the 100- year floodplain, as mapped by the Federal Emergency Management Agency (FEMA). The purpose of this notice is (1) to provide information about the project-related changes to the 100-year floodplain, (2) give the public an opportunity to comment, (3) comply with Executive Order 11988, and FAA Orders 1050.1G, 1050.1 Desk Reference, and 5050.4B.
The purpose of the proposed DFW EAT system is to enhance safety and improve efficiency. This is achieved by allowing aircraft to taxi around active runways instead of having to cross them. Subsequently this would reduce runway incursions, minimize variability in taxi times and reduce workload for air traffic controllers that must clear runway crossings. DFW is currently constructing the Southwest EAT located in the southwest quadrant of the airport, near the intersection of West Airfield Drive and Southwest Construction Road (Mid-Cities Boulevard) at DFW Airport in Tarrant County, Texas.
The Southwest EAT, currently under construction, has undergone a design evolution that has changed the project's impact to the existing 100-year floodplain. The FEMA defines floodplain encroachment as human-made activity or construction that intrudes into a designated floodplain area with the potential to disrupt floodwaters. FEMA regulates floodplain encroachment through the National Flood Insurance Program (NFIP) which prohibits developments in regulatory floodway areas unless hydrologic and hydraulic analyses show that the encroachment will not result in an increase in flood levels that threaten life or property. The design change for the Southwest EAT is proposing the filling of approximately 1,529 LF of a natural tributary with connectivity to Bear Creek. The natural tributary is regulated under Section 404 of the Clean Water Act, and coordination with the United States Army Corps of Engineers (USACE) is currently underway. The existing and future stormwater flows within the southwest quadrant of the airfield would be conveyed through three, 120-inch diameter steel-reinforced polyethylene pipe system that would discharge at an outfall located outside of the aircraft operations area.
The proposed project is located within Special Flood Hazard Area Zone A, (the 100-year floodplain), as illustrated on the FEMA Flood Insurance Rate Map panels: 48439C0120K (effective 09/25/2009) and 48439C0235L (effective 03/21/2019). The existing 100-year floodplain volumetric capacity is approximately 897,000 cubic feet. To mitigate the construction of the proposed project, a detention basin has been provided with a required storage capacity of 16.4 acre-feet, but it has been designed to accommodate 22.1 acre-feet, thereby exceeding the minimum requirement. The remaining portion of the floodplain capacity disturbance is addressed through the installation of stormwater conveyance pipes, which restore hydraulic function by safely routing flows through the project area previously conveyed by open channel sections. Together, these measures provide adequate compensation for the impacted floodplain capacity while meeting the project's design and regulatory requirements. Since the project results in no rise in the existing water surface elevations, the modification represents a migration of the starting point of the floodplain, rather than a change in its volumetric capacity. The existing 100-year floodplain within the project area is approximately 19.1 acres upstream, to the east of W. Airfield Drive. The proposed action's floodplain encroachment will not impact existing infrastructure, will not have adverse impacts to the floodplain's natural and beneficial values, will not have a high probability of loss of human life, safe airport operations will not be affected, and aircraft services will not be interrupted.
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FAA Order 1050.1G and other applicable federal, state, and local regulations.
If requested, an opportunity for a Public Meeting to review the project and provide comments will be granted in conjunction with FAA policy and floodplain review.
