Notice of Public Meeting for Discussion of Possible State CDBG Application NOTICE IS HEREBY GIVEN that the City of Los Banos will conduct a public meeting on 11-25-2025 at 6pm, at the Los Banos Community Center located at 645 7th St. Los Banos, CA 93635 to discuss possible applications for funding under the State Community Development Block Grant (CDBG) Program and to gather residents' ideas for possible activities to be included in the application. The City of Los Banos anticipates submitting an application during the current CDBG program year. The City of Los Banos anticipates receiving approximately $0 in CDBG Program Income. The purpose of this hearing is to review CDBG eligible activities and collect residents' views on housing and community development needs (which includes services, facilities, and/or infrastructure that will improve livability within the community). The following information related to the project is available at 1111 G. St Los Banos, CA 93635 between the hours of 9 am – 4 pm on Monday –Thursday or by emailing the contact listed below: Christy.mccammond@losbanos.org 1) This year's CDBG Notice of Funding Availability reports a total amount of $27 million dollars available statewide to Non-Entitlement jurisdictions, with a maximum grant amount request of $3.6 million dollars per jurisdiction. The following eligible activities and maximum grant request amounts are: a) Public service: up to $300,000 b) Planning: up to $300,000 c) Projects: up to $3.3 million d) Programs: up to $1.5 million 2) Information on proposed project(s): a) The City has researched the feasibility of Emergency Shelter solutions for People Experiencing Homelessness within the City of Los Banos. Shelter options include an emergency shelter village at the current encampment site with tiny shelter structures, showers, laundry facilities, services available to Participants, and security equipment. Other options include purchase or rental of residential units to act as emergency shelters. Also considered and researched was the purchase of a local motel for conversion to emergency shelter. 3) Estimated amounts of funds proposed to be used for activities benefiting persons of low- and moderate-income are $3.6 million. 4) The City does not intend to execute any plan which involves the displacement of persons, the City will only seek plans that do not involve the displacement of persons as a result of activities associated with CDBG funds and in the very case displacement occurs, the City would plan for providing assistance to persons displaced as a result of CDBG-funded activities. 5) In the past, The City used CDBG funds for Code Enforcement Activities.
