JOINT PUBLIC NOTICE The South Carolina Public Service Authority ("Santee Cooper") and Dominion Energy South Carolina, Inc. ("DESC," and together with Santee Cooper, "Joint Applicants") anticipate applying to the Public Service Commission of South Carolina ("Commission") on or about December 15, 2025, for the issuance of a Certificate of Environmental Compatibility and Public Convenience and Necessity to jointly construct and operate an advanced class natural gas-fired combined cycle electric generating plant and associated facilities ("Canadys Station") with a net capacity of approximately 2,180 megawatts ("MW") at the location of a former coal-fired generation station owned by DESC in Colleton County, South Carolina. Upon completion, Santee Cooper and DESC will each own a 50 percent (50%) undivided interest in Canadys Station and its electrical output, to be dispatched in a coordinated manner into each utility's balancing area. The ownership interests and associated output will be commensurate with each party's contribution to the facility and consistent with the recently enacted South Carolina Energy Security Act, Act No. 41 of 2025. The Joint Application represents the culmination of the Joint Applicants' evaluation of the construction of a jointly owned natural gas-fired generation resource at the site of DESC's former coal-fired Canadys Steam Plant in Colleton County as publicly communicated by each utility in its respective integrated resource plans ("IRPs") and IRP updates and supporting filings. The proposed Canadys Station will consist of three independent blocks of highly efficient and low emitting, advanced class one-on-one ("1x1") combined cycle units which will provide Santee Cooper and DESC with more modern, reliable, efficient, and operationally flexible generation to meet customers' current and future energy needs while also supporting the potential future retirement of older generating units. The Joint Applicants are siting Canadys Station on an existing brownfield electric generating site where the required electric transmission upgrades and natural gas pipeline infrastructure can largely follow existing utility rights of way corridors and minimize the environmental footprint and environmental impacts. The coordinated development, construction, and operation of Canadys Station as a jointly owned generation resource will directly benefit each utility's customers and will anchor a large expansion of natural gas transmission capacity into the region. The power generation capacity that will be provided by Canadys Station and the natural gas transmission capacity that it will anchor will serve to protect the public welfare, maintain and advance economic development and job growth, and fuel the State of South Carolina's current and future prosperity. In addition, DESC is applying for approval to lease an undivided 50% interest in the site to Santee Cooper for the duration of the plant's construction. The Joint Application will be filed in accordance with the Code of Laws of South Carolina 1976, Chapter 33, Title 58, as amended, entitled the "Utility Facility Siting and Environmental Protection Act."
