N. 28th STREET CULVERT REPLACEMENT
BID CALL:
The City of Belleville, St. Clair County, Illinois, will receive sealed bids for N. 28th St. Culvert Replacement until 10:00 a.m. on December 2, 2025, at the office of the City Clerk 101 South Illinois Street, Belleville, Illinois. All bids will be publicly opened and read aloud at 10:00 a.m. on December 2, 2025. The sealed bids must be delivered to the City Clerk, during regular business hours, prior to the stated bid opening time. The Plans and Specifications are on file at the Engineering Department located in Belleville, IL 62226
This project consists of a box culvert replacing a CM arch pipe, RCP, drainage inlets, concrete pavement, concrete curb and gutter, and related items necessary to complete the project in accordance with the plans and specifications.
Plans and proposal forms are available for purchase in the office of Thouvenot, Wade and Moerchen, Inc., 4940 Old Collinsville Rd, Swansea IL 62226; free by downloading from www.belleville.net. Contractors that wish to bid must register as a plan-holder with The City of Belleville, Engineering Dept, in the event of addendum(s); engineering@belleville.net. Failure to register may result in being disqualified for bidding.
The Belleville City Council reserves the right to waive any informalities and technicalities and further reserves the right to reject any and all bids.
Any and all firms and/or persons entering into a contract agreement with the City of Belleville shall be subject to and required to comply with all applicable local, State and Federal requirements. In particular non-discriminatory equal employment opportunity and affirmative action on public contracts. Any and all contract agreements shall be in conformance with the Prevailing Wage Act (820 ILCS 130/0.01 et seq). Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01), and the City of Belleville's Project Labor Agreement.
Bidders must be prequalified with the Illinois Department of Transportation and evidence of prequalification must be supplied prior to bidding.
