City of Lakewood Notice of Applications PLN-2025-85 Westlake Ave SW Street End Shoreline Variance and PLN-2025-86 Shoreline Substantial Development Permit (SSDP). The City of Lakewood has received a Shoreline Variance and SSDP applications, to develop a 0.2 acre Westlake Ave street end into a public shoreline access park with parking (including one ADA stall), a paved accessible path to the water, picnic and seating areas, and a boulder retaining wall near the shoreline. It also includes shoreline improvements and removal of an encroaching fence footing extending about 8 feet into the right-of-way. The project site is located between 27 Westlake Avenue Southwest (APN: 9460000174) and 30 Westlake Avenue Southwest (APN: 9460000150). The complete applications and Notice of Applications may be reviewed by contacting the Lead Planner assigned to the project. Any comments about this Notice of Applications must be received by the Planning Division (Attn: Jerroid Hopkins, Associate Planner) by 5:00 PM on November 28, 2025. Comments may be emailed to JHopkins@cityoflakewood.us. Pursuant to Lakewood Municipal Code Title 18A, Shoreline Variances are a Type III permit which requires a public hearing before the Hearing Examiner. Public Hearing Date: TBD. A Shoreline Substantial Development Permit is a Type II decision per LMC 18.20.080 which is an administrative decision by the City of Lakewood IPL0290223 Nov 14 2025
